Balmy Beach rejected a challenge from the Roughriders to play for the Grey Cup on Dec. 3. Balmy Beach refused the challenge from Regina due to an inability to field a strong team, including injuries and 2 players playing pro hockey.

At next annual meeting of CRU it was mandated that eastern teams must accept all challenges from the WCRFU. It was also ratified that the WCRFU would be fined if it failed to provide a team.

At the WCRFU meeting, teams were put on notice that western champs must commit to the Dominion Championship (Grey Cup) or a substitute team would be selected.
